Not really. An Emmy is awarded by a trade organisation to an artist who is generally still alive and to recognise an achievement in the recent past.
A Blue Plaque is put on a house or building by a local government authority or nationally recognised historical society/authority to register the fact that some famous person had once lived in that property or been born there.
There is a website called NotableAbodes which lists people ( film stars / directors / tv stars ) addresses who are no longer with us and a lot of them have blue plaques.
