Part time soldiers, who can be called out to support the regular army in times of trouble. This sounds dismissive, but they are a very important. Foggy would have been laughed at for belonging, but 'come the revaluation' we would have been glad of him.

To a certain extent the UK equivalent of the US National Guard.
