An Observation and wondering why

I have noticed from Series 3, at the end of each episode when Arkwright gives his little monologue a black cables appears to run from the shop to across the street, see picture.

It does not appear at the start of the episodes, it is to feed lighting power or for some other reason, I suspect they film the endings of the episodes at the same time all in one batch

I think its the washing line , discoloured by the weather and grime , that Gordon Stackpole returned and got his money back Arkwright put it there as a sort of tribute to the only person who he gave a refund to and perhaps as a warning to other that he'd done it once and once only with no chance of a repeat.
 
I think it's simply a phone drop wire... lighting conditions, lens and focus will affect how noticeable it is.
I think it is to low for a drop wire Leigh, and no pole opposite, the shop is feed from a pole on the corner of Scarth Ave, the rest of the street is fed from the corner of Clarence Ave

I thought of that - The pole is on opposite corner of the road junction, so I think its too far away for the wire to keep above a safe height, for the house(s) opposite the shop, so it's 'daisy-chained' from the pole via via the shop building.
 
I had noticed that line too but not thought much about it. Now will keep an eye out for what is on the other end when they show the full street.

Other ideas:
-If not for some utility line then possibly one used for street decorations, festivals?
-Hanging a banner for when Arkwright actually has a sale on something.
-A (not so) covert communication line between Arkwright and nurse Gladys. I imagine the nurse did not like Arkwright's idea of flashlight Morse Code or Semaphore flags. Arkwright's not going to want to pay for a phone call across the street.
-Or eventually for Granville and Mavis.
