When you are replying to, or creating a new post, but can not see the smilies or other advanced text formatting tools follow this short, simplified, tutorial:
Go to your User CP:
Then from the vertical menu on the left you need to select "Edit Options":
When that page opens you need to scroll down the page until you see:
Make sure the drop-down menu is displaying what you see in the piccy, then scroll right to the bottom of the page and click "Save Changes"
Hopefully all will work correctly for you.
