That's the description of Inspector Japp in most of Agatha Christie's Hercule Poirot mysteries. I'm surprised that Philip Jackson was cast for that part. He's much better looking than "ferret-faced"! He aged well, too, based on a comparison between the character Gordon Simmonite in the three episodes of LOTSW in 1976, and Chief Inspector James Japp in the Christie episodes broadcast in 1989–2002 and in 2013.

I too have seen him as Inspector Japp and have thought that when he played Gordon Simmonite he was really, really young. Who could have guessed that that young skinny kid would one day play a police inspector?
And appears in the AHA, Take On Me video, as a nasty biker.
