Perhaps the concrete block is where the brush wielding Troll stood guarding the bridge , stopping unwelcome visitors crossing whilst allowing others to pass , as portrayed in the famous Billy Goats Gruff tale . It stopped Billy Hardcastle , let Goatie Halliwell cross and also Billy Kowalski, who came from Poland and was known as Billy goat Chuff who ran back across the bridge with Compo's wife.
