Formality I imagine . Its like News Presenters reporting from the hottest of places or climates and there they are dressed in Suits and Ties . I have always laughed at loud at our MP's and Ministers who are on a foreign trip with 40 degrees plus temperatures and they are pictured on the steps of their plane in suit, shirt and tie they must be lathered.
